CITY OF PORT ARTHUR has applied for a major amendment to TNRCC
Permit No. 10364-001 to remove effluent limitations and monitoring requirements
for Aldrin, Copper, Cyanide, Lindane and Toxaphene. The current permit
authorizes the discharge of treated domestic wastewater at a daily average flow
not to exceed 9,200,000 gallons per day. The draft permit authorizes the
discharge of treated domestic wastewater at an annual average flow not to exceed
9,200,000 gallons per day. The plant site is located approximately 0.2 mile east
of the intersection of Proctor Street and Main Avenue, 3.3 miles northeast of
the intersection of U.S. Highway 287/96/69 and State Highway 87 in Jefferson
County, Texas.

Urban waste is not the only input fouling borderlands water
supplies. In the Rio Grande basin, most water is used for irrigation purposes,
generating return flows with high levels of chlorides, phosphorus, and totally
dissolved solids. Runoff of pesticides and nutrients from cropland and dairy
operations is another concern. A 1995 study of fish tissue by the Texas General
Land Office, for example, found exceedences of screening levels of chlordane,
DDT, and lindane in three sites along Texas’ Arroyo Colorado, as well as in
the main stem of the river downstream of Brownsville/ Matamoros.

In recent years, numerous studies have been carried out in the
Trinity River Basin, particularly in the Dallas-Fort Worth area. These studies
have been performed by the Texas Water Commission, the Trinity River Authority,
consultants and universities. The following toxic chemicals have been documented
to exceed water quality criteria levels in recent years:

Heptichlor
Lead
Lindane
PCB's
Other toxics which have caused concern because of elevated
levels in water and sediments include:

Arsenic
DDT
Hexachlorocyclopentadiene

Zinc
It is important to note that the water quality criteria are used
only as a point of comparison. If a parameter exceeds a water quality criteria,
it does not mean that the value is in violation of a water quality standard.
Oftentimes, the value is measured at a location where the water quality standard
does not strictly apply, such as in the hypolimnion of a reservoir, an
intermittant, non-designated tributary, or a high flow condition,
Non-point sources. Non-point sources from urban and non-urban
areas contribute dissolved and suspended materials to the Trinity River Basin.
